You will need besides the content of the bag: Dispersion adhesive or a melt gun, scissors.
Glue the cones of the cuts. Glue the heads on the cones. Glue a beak under the eyes. Cut the cotton yarn into five parts. Tie the ends of the cotton on a knot (loop) and glue them to the top of the head. Glue a comb between the loop. Glue a lobe under the beak, and glue the wings on the sides of the body. Glue the feathers on the backside of the cone to the bottom edge.
