You will need besides the content of the bag: Dispersion adhesive (e.g. Duvilax Expres LS) or a glue gun, scissors, a ruler, red and blue colored pencil.
Cut out the lace into 3 pieces and glue them around the bodies. Glue a stick into the head. Put the flower cut-out on the stick and glue the head to the body. Glue the comb on the head and then glue the wings on the sides of the body and the legs from the bottom.
